Whose Misconduct?

Power outages have delayed the publication of the August 8, 2013 Kalihwsaks, but the newpaper has posted a copy of their article regarding Brian Doxtator’s petition to remove Chairperson Ed Delgado. (Yet they’ve never covered Frank Cornelius’ petition to dissolve OSGC. What could possibly explain that?)

Kalihwisaks reporter Nate Wisneski’s front page article on the removal petition states:

Doxtator’s ideal situation would not be the removal of Delgado but another means to address misconduct tribal wide.

Then why didn’t Brian go that route? Is it because he knows that he’d have to address his own misconduct as well as that of some of his removal petition signature gatherers and some of his supporters?

Wisneski’s article even quotes Doxtator – the author of the removal petition – as admitting:

‘I don’t agree with removing him. It’s not the best answer….’

In any case, an injunction has been filed against certification of the petition regarding the specifics of the Removal Law which states:

4.5-2. The petition shall be filed within thirty (30) days after the date the first signature is obtained on the petition.

At the top of a page of petition signatures, several people identified in writing that they signed the removal petition on June 6, 2013 but the petition was not handed over to the Tribal Secretary’s office until Friday August 2, 2013. Based on that the petition should be dismissed.

Beyond that, Oneida Eye has addressed what we consider to be the removal petition’s fatal flaw in reasoning, but let’s also compare and contrast the supposed misconduct cited in the petition with the actual misconduct of Brian Doxtator.

As Oneida Eye reported yesterday, Brian Doxtator seems to be violating Tribal zoning laws regarding the Owista Oneida Taxes business that he runs out of his residence and he also seems to be involved in a scheme with Tribal Internal Services Division Director Joanie Buckley that indicates a possible attempt at tax evasion by falsely claiming that her business, Strateglobe, LLC, is located on the Oneida Reservation and that it’s ‘Home Office’ is located in Brian Doxtator’s house. (Or outhouse, maybe?)

Now the property owner has filed an application with the recently scandal-rocked Oneida Land Commission and Land Management Dept. for, “A variance to allow a commercial business to be operated at a personal residence.

So if Brian Doxtator is violating laws for his own personal gain & profit he wants to be given a pass rather than just doing the right thing and finally start renting an appropriate location for his business. He should probably also be required to explain just what the hell that he and Joanie Buckley are up to, but Wisconsin and Federal tax authorities have ways of finding these things out.

Oneida Eye must ask again: Why would Joanie Buckley’s place of residence be listed as being Brian Doxtator’s 112 Riverdale Dr., Oneida, WI place of residence/business on her Ozaukee County Traffic Forfeiture Case (2012TR1313) which was filed just last year on April 23, 2012?

What’s important to note is that, as Internal Services Division Director, Joanie Buckley has a supervisory role over the Tribe’s Public Relations Dept., Human Resources Dept., and Legal Services Dept., so any misconduct involving false claims about the location of a business she owns and for which she travels to participate in other tribes’ events is no small matter because she is a high-profile representative of the Oneida Tribe and therefore any questionable aspect of her character and integrity reflects poorly on the Tribe as a whole.

Back to Brian’s motivations: Maybe Brian Doxtator is still upset about the fact that he was accused of a pattern of making outrageous unwanted advances to a younger co-worker, even throwing tantrums at the Oneida Public Library and subsequently stopped working there. Don’t be confused: Noting these facts has nothing to do with bigotry toward people with a same-sex orientation. For the record, Oneida Eye fully supports the liberties of consenting adults and believes that the Oneida Tribe should recognize and honor same-sex marriages by bestowing them the same rights & privileges associated with heterosexual marriages. But the issue was about a lack of consent and an abundance of harassment in the workplace.

Additionally, Brian Doxtator fails to acknowledge just how he came to learn so many sensitive details of what are supposed to remain the private and confidential records of applications to and assistance provided by the Community Support Services Fund. The fact that CSSF Director Priscilla ‘Pre’ Leverance is the aunt of Council member Melinda Danforth’s Executive Asst. Lisa Oudenhoven-Summers is an intriguing aspect. Let it not be overlooked that Lisa’s father-in-law was supposedly the source of recent seemingly false rumors regarding the Chairperson and his staff, and that her mother-in-law was reported to have been harassing people who were trying to pick up their monthly supplemental assistance cards by trying to convince them to sign the removal petition. Even Lisa’s husband got in on the signature gathering action. Perhaps she delegated it to him.

And here’s where it gets extra strange: As Oneida Eye has detailed (which you’re encouraged to see for yourself), it was none other than Lisa Oudenhoven-Summers posing as a mere “Oneida Tribal Member” and representative of a restricted page on Facebook who circumvented the Legislative Operating Committee (which her boss is the Chair of) in an unfortunately successful attempt to force General Tribal Council to once again be harangued by the Oneida Business Committee about whether GTC deserves to receive a $100 meeting stipend.

Who was it that successfully led the way to a stronger and more robust General Tribal Council by petitioning for the establishment of the $100 meeting stipend? The very same elder who someone in CFFS seems to have violated the confidential records of regarding medical requests! Coincidence? Not likely.

Oneida Eye will be reporting on the rest of the cast of characters (several of whom have themselves been involved in perpetrating and/or supporting true misconduct, and who have motives ranging from undying love for OSGC to wanting themselves or their spouse to replace Chairperson Delgado) who have assisted Brian Doxtator in his petulant attempt to penalize Chairperson Delgado for looking out for the health, safety & welfare of the Tribe in contrast to Brian Doxtator’s for-profit misconduct and shady actions & schemes.

As someone once said: “It’s like a bucket of crabs.”
