Safety & Welfare Concerns At Norbert Hill Center

As noted in the December 15, 2013 GTC Special Meeting Action Report, the vote to dissolve Oneida Seven Generations Corporation was 814 for dissolution, 689 against, and 69 abstentions.

Some Tribe members have expressed surprise that the hand count was so close because they expected more people to have voted to dissolve OSGC, but Oneida Eye has received reports that opponents of the petition to dissolve were busy spreading false rumors before and during the meeting that dissolving OSGC would result in the elimination of per capita payments as well as wipe out the 44¢/hour pay increase that GTC voted for in September but was pushed back to the end of January 2014 due to cost containment measures put in place after the federal shutdown.

In fact, Tribal Vice-Chair Greg Matson has reportedly claimed to a GTC member that the ongoing problems at the Tribal cemetery would have to be put on the back burner due to the financial impact of the success of the dissolution petition, even though Greg provided no evidence to back up that assertion.

Of course, Greg Matson says a lot of stupid things, such as his angry comment to a GTC member following GTC’s vote to support Frank Cornelius’ petition to dissolve OSGC that the retired Marine is “nothing but a used car salesman” who had hoodwinked the Tribe.

The reality is that Frank Cornelius is an honorable warrior fighting for the integrity and future of the Oneida Tribe while Greg Matson is nothing but a used horse molester with an extensive background in manure taste-testing.

Both Greg Matson and his Executive Asst. Chaz Wheelock seem to have anger management issues, and Chaz is reported to recently have been angrily yelling close-range at female employees and visitors in the Norbert Hill Center while sticking his stubby finger in their faces.

Several people have mentioned that Greg Matson even has some kind of a bat or a club in his office, but Oneida Eye is of the opinion that whatever happens behind closed doors in Greg Matson’s office is between Greg, Chaz and the bat.

As Oneida Eye has previously noted, Greg Matson’s behavior often seems to violate the standards of professional conduct required by the Tribe’s Code of Ethics, Section 3.3-3 (c) (2):

A government official should use the following standards in relation to the duties of office…

be patient, dignified and courteous to constituents, co-officials, and others with whom the official deals in an official capacity, and should require similar conduct of others in official proceedings and those personnel subject to the official’s discretion and control.

Section 3.3-4 of the Code of Ethics also makes Greg Matson responsible for the actions of Chaz Wheelock:

Administrative responsibilities include, but are not limited to, work product and conduct of staff as set out herein

(c) initiate appropriate disciplinary measures against professional staff for unprofessional conduct which the official may become aware of.

Perhaps it’s finally time for Tribal Chairperson Ed Delgado to call in Oneida Behavioral Health Services to professionally evaluate Greg Matson and Chaz Wheelock for the sake of the safety & welfare of all the people who work at and visit Norbert Hill Center.

After all, failure to take action to protect the Tribe from Greg Matson and Chaz Wheelock would also be a violation of the Code of Ethics.
