Questions About Oneida Total Integrated Enterprises LLC: Is OTIE Scamming The SBA 8(a) Program To Get Federal Contracts?

At the February 27, 2014 Business Committee Regular Meeting a check for $500,000 was presented to the BC by Oneida Total Integrated Enterprises,LLC, (OTIE) which is owned by the Oneida Tribe.

OTIE Board of Managers Chair Butch Rentmeester presented the check and had his picture taken with BC Treasurer Tina Delgado-Danforth who had stated that Vice-Chair Greg Matson said OTIE should double the check while she believed OTIE should quadruple the amount being given to the Tribe.

But as the following excerpt from that BC Meeting shows, just before that photo was taken Butch Rentmeester thanked the BC for allowing OTIE to keep its profits to “grow the company” rather than give it to the Tribe.

Some questions about OTIE:

1) Who finalized the Tribe’s purchase of TN Associates (which became OTIE) from former owners Nick & Terry Ni?

2) How much was the final purchase price negotiated between the Oneida Tribe and Nick & Terry Ni?

3) To date, how much of the purchase price have the Ni’s been paid, what will the remaining balance be at the end of OTIE’s nine year Small Business Administration’s Section 8(a) term, and what is the plan to cash out the Ni’s to complete the deal?

4) Given that Nick & Terry Ni are still employed by OTIE, are their combined salaries more than $600,000 per year?

5) Do any other OTIE employees have salaries exceeding $300,000 per year?

6) Is OTIE currently in full compliance with the SBA’s Section 8(a) requirements/certification?

7) What would the liabilities be to OTIE and to the Oneida Tribe if OTIE is not in full compliance with SBA’s 8(a) requirements/certification?

Oneida Eye finds it interesting that OTIE Board of Managers member Jacquelyn ‘Jackie’ Zalim (who is also a Board member of SEOTS) is the Registered Agent for three companies with different addresses that do business with OTIE and are each registered as a ‘Foreign LLC’ as they are actually offshoots of companies located in Nevada:
